Kenya’s roads ministry has moved in to fill in top leadership roles left in the wake of surprise ousters experienced last year.
Luka Kimeli, who has been acting as the director general at Kenya National Highways Authority (KenHA) has been confirmed in the role. In a statement to newsroom, the authority through the board chairperson Winfrida Ngumi noted that Kimeli was competitively recruited as the substantive boss.
At the Kenya Roads Board, Judith Otsyula has been recruited as the director general, making her the first woman to hold such a position. In a statement, board chair Aisha Juma noted that Otsyula is an experienced infrastructure development professional.
In July 2025, then KeNHA DG Kungu Ndungu stepped down in a surprise move. The same was witnessed at the Kenya Rural Roads Authority (KeRRA) where Philemon Kandie also resigned in a huff.
Kandie has been replaced by Jackson Makonde who the board in its announcement hailed as an experienced engineer in roads and infrastructure.
At the National Transport and Safety Authority, (NTSA), Nashon Kondiwa, deputy director in charge of ICT has been picked as the new head honcho. With over 22 years of experience, Kondiwa will head the authority for a period of three years
